Fix floating point exception. Problem was POW target trying to calculate when not all blocks avalible. These changes leave us even more open to PoS attack, we need to get temp block file working as soon as we can.

Change is_STAKED so that chains with a BR are 1 and chains with none are 2. Chains that are 255 are banned, and no notarisations can happen.
